Could be that whoever built the website goofed and screwed up the follow and add buttons, which unfortunately happens pretty often.
It’s probably because Tumblr has been half-crippled since yesterday (maybe the 4chan raid, maybe just the usual). I saw a lot of Tumblrs missing the reblog/follow/like buttons.
WEAKSAUCE. Have to hide the top navigation to find the usual buttons.
You can do this in your DOM navigator of choice. Either edit the top nav CSS or just delete its ID attribute.
WHAT, YOU DON’T KNOW HOW TO DO THAT? Kill yourself already.
